ANTARCTICLAND

Law Decree 22 of July 10, 2009,  which creates the University of Antarcticland

Art. 1
Definition

1.The University of Antarcticland shall be the educational wing of the state of Antarcticland.
2. The University of Antarcticland, regulated by the charter, is an autonomous institution of the discipline, regulation and management of the educational curriculum, intended for the promotion and advancement of worldwide education. The University of Antarcticland is placed under the supervision of the Ministry of Education.

Art. 2
Functions of Discipline and regulation

1. The Governing body of the University of Antarcticland takes care of day to day affairs of the University.
2. The main purpose of the University is to advance and promote Higher Education.
3. The availability of education shall be provided regardless of caste, creed, religion, and color.
4. The University shall apply the best standards while imparting educational services to the general public worldwide.
5. The University will be equipped and eligible to grant diplomas, degrees and doctorates in various spheres of studies.
6. The University will give accreditation and recognition to education centers worldwide.
7. The University will be open to collaboration with other Universities or Civil Societies.

Art. 3
Management Duties

1.The University of Antarcticland will promote and advance the essence of Higher Education worldwide.
2. The University will function as a center of excellence in the field of research and innovation.
3. The University will develop a proper code of conduct for the University faculty and management to set an example in world education.
4. The University of Antarcticland is connected to and instrumental in the organization and financing of Educational initiative, through the management of suitably chosen Societies.

Art. 4
The Principle of Autonomy

1. The University of Antarcticland functions independently, without judgment and evaluation.
2. The University of Antarcticland, safekeeping its autonomy from interferences of a political, economic or religious nature, is in conformity with the principles sanctioned by its charter.
3. The University of Antarcticland may present to the Ministry of Education and, through it, to the government, propositions and observations regarding legislative discipline on the subject of Education.

Art. 5
Organization of the University of Antarcticland and its Organs

1.  The following are organs of the University of Antarcticland:
a.) The Board of Governors
b.) The Chancellor of the University and Board (BOG)
c.) The Vice Chancellor of University and Board; (BOG)
d.) Governor of Studies and stream(BOG)
e.) Governor of Faculties (BOG)
f.) Governor of Students interest (BOG)
g.) Governor of Course Curriculum (BOG)
h.) Governor of accounts and auditing
 
2. The organs of the University of Antarcticland will be elected through a Decree and will remain in office for three years, except in the case of renunciation or substitution by the Ministry of Education.
3.  The emoluments which shall be paid to the members of the organs must be determined with a decree of the Ministry of Education.

Art. 6
Faculties and teaching staff

1. The appointment of faculties and teaching staff shall be the responsibility only of the Board of Governors
2. Appointment with various streams shall be finalized by the Board of Governors
Issue of Diplomas, Degrees and Doctorates

Art. 7
Degrees

1. The Board of Governor headed by the Chancellor will decide the issue of various diplomas, degrees and doctorates to students as per the set norms of the University.
2. The University may organize the convocation to present the degree or doctorate to successful students

                                
Art. 8
Administrative Office of University

The Administrative Office of the University shall be at the official address of the Antarcticland Treasury.  Academic location can be managed in any country and\or online.

Art. 9
Patrimony, Financial Assets and Budget

The Treasury of Antarcticland is the title holder of the real estate and furniture assigned to the University of Antarcticland. The University of Antarcticland may concede the use of these properties assigned to it for education

Financial Management

Under the sponsor’s responsibility or as needed

Art. 11
Coming into Force

The present Decree will come into force the day following its publication in the Official Gazette of the state of Antarcticland.
